From Vision to Reality: Implementing Electronic Benefits for WIC

By any definition, Women, Infants, and Children (WIC) was a very successful program and the expectation out of the 2010 strategic planning process was not a wholesale change of direction, but selection of the few critical initiatives in which to invest resources. The Ripples Group led the state WIC program through the strategic planning process – resulting in a major improvement to participant services. 

The Ripples Group took the state WIC team through a series of exercises to define the organizational vision and then to develop a discrete series of initiatives that would bring the organization toward that vision.  Additionally, Ripples supported these efforts through comprehensive research and analysis into both the organization’s current reality and the viability of potential strategic initiatives.

Subsequent to the development of the vision, the Ripples team's role evolved to becoming the Program Management Office (PMO) for the Electronic Benefit Transfer (EBT) system implementation. EBT has been successfully implemented, and based on the success of the project, Ripples has been asked by other states to take on similar projects.
